Helping to meet new challenges with change management expertise
The public sector is currently undergoing a huge transformation.
Budgets, departments, functions and staff are being reduced, restructured and outsourced.
We have considerable change management expertise. We understand what it is like to spin out a team (and into the 3rd sector). We have experts in continuous improvement - finding ways to do more with less.
No one niche has all the answers. Being able to transfer experience and best practice knowledge from the private and 3rd sectors means we can find quite a few.
Communicating benefits to Public Sector audiences
We help public sector organisations to understand and communicate with their stakeholders and deliver value.
Public Sector organisations have responsibilities where excellent understanding and communication with their audiences is essential. These include Government targets across a wide range of subjects, CPA's, environmental issues, town and regional regeneration, consultation requirements, internal communication and resident and business needs and expectations.
Tightening of public expenditure is driving a greater focus on value and delivery.
Understanding what the public business and staff think and feel is more important than ever. Making sometimes unpalatable changes to continue to deliver priority services is difficult but can be made easier through effective communications.
PHC has worked for public sector organisations for 20 years and is on the preferred supplier register of many. We help them to deliver their targets and communication objectives by providing expertise in identifying, understanding and meeting the needs of all their stakeholders.
Working in Public Private Partnerships
We conducted our first piece of public sector work in 1995. Since then we have completed assignments for national local and regional government and various government departments.
Delivering value for money is perhaps even more dependent in the current economic climate on a deep and meaningful understanding of customer needs and expectations. Our expertise in market research and ability to develop pragmatic recommendations and solutions does not commonly reside in public institutions and is increasingly valued by our clients.
Our work has ranged from revitalisation and regeneration programmes through to supporting regional tourism, educations and sourcing and business support. We have informed public private partnerships and developed recommendations for villages and small towns to large garrison towns and districts.
From 1995 through to 2009 we worked continuously for the Welsh Development Agency and subsequently the Welsh Assembly Government to improve the competitiveness of Welsh businesses and create and protect employment in the textile industry. Over £34 million worth of new sales resulted.
For Value Wales (Procurement) we completed three surveys into the attitudes and experiences of SMEs and public procurers to the public procurement process in Wales. The first survey informed the development of ‘Opening Doors – the charter for SME friendly procurement’ published by the National Assembly for Wales while the subsequent work identified where changes had occurred.
